Former Secretary of Agriculture for the Philippines. He is a horticulturist and the first director of the Philippine Bureau of Agricultural Research. Dr. Dar also served as executive director of PCAARRD and held leadership roles at international research organizations like IRRI, CIMMYT, and ICRISAT, where he was Director General from 1999. He is the author of Feeding the Forgotten Poor. In 2013, he was awarded the MS Swaminathan Award for leadership in agriculture.
