Board Chair of the International Rice Research Institute and former Minister of Agriculture and Rural Development of Vietnam (2004–2016). He was instrumental in driving Vietnam’s agricultural growth, particularly in rice production, making the country a leading global rice exporter. Cao Đức Phát also served as Chair of the UN FAO General Assembly (2006–2008) and enhanced Vietnam’s collaboration with IRRI. He holds degrees in agriculture and economic development from the former Soviet Union and the USA.
